Numerous petitions were in play for Walter, but they all were unsuccessful. So by this point, Walter was acclimatized to life in prison but decided that the only way he could better his quality of living would if he was granted the opportunity to be relocated from a maximum-security center to a minimum-security facility. And so he began to devise a plan.
